Starting in 2004, Indonesian government implemented a competency-based curriculum for advanced education, including junior high school.
To understand the basic concepts of development competency-based mathematics curriculum, teacher is necessary to understand the characteristics of the basic assumptions of mathematics, the subject of learner and learning of mathematics as a basis for the development of competency-based mathematics curriculum in junior high school.
Characteristics of mathematics according to Ebbutt and Straker (1995: 10-63) include:
- Mathematics as search activity patterns and relationships
- Mathematics as a creativity that requires imagination, intuition and invention
- Mathematics as problem solving activities (problem solving)
- Mathematics as a tool to communicate

Ebbutt and Straker (1995: 10-63) gives the assumptions about the characteristics of learners as follows:
- Students will learn mathematics if they have the motivation
- Students learn mathematics in its own way
- Students learn mathematics either independently or through collaboration with friends
- Students need context and the different situations in studying mathematics
- Students will learn mathematics if they have the motivation

By understanding the above assumptions and can use it in learning activities, it is expected that teachers can develop a Competency-Based Mathematics Curriculum in junior high school.
Experiences and learning activities are activities that students need to be done in order to achieve the basic competencies and learning materials. As for learning strategies can be developed: (1) emphasis on problem solving, (2) learning in various contexts of everyday life, (3) encourage students as active Learners, (4) appreciate the uniqueness of the student and pay attention to the diversity of student differences, ( 5) learn through cooperative learning, and (6) developed the assessment in the test system.
